part I and part II of article 517 - pain management office

According to my study I should not apply part I and part II of article 517 for a medical office as described below. Am I correct?
In my opinion it's outpatient facility, so based 517.10 (B) - part II doesn't apply.
About the project: pain management office: one examination room, one procedure room, one recovery room.
Medical procedure will be done under anesthesia to only one patient, only one patient incapable of taking action for self-preservation.
location: NYC, ground floor (1300 sq.ft.) in old (1920) high rise residential building. NYC uses NEC-2008
 
517.10 (B) is referring to

Business offices, corridors, waiting rooms, and the like in clinics, medical and dental offices, and outpatient
facilities

The patient care areas are required to follow Part II.
