Where does it state that Part I of an article apples to the entire article and the information in other parts only applies to that part?

Part I of this article contains definitions intended to
apply wherever the terms are used throughout this Code.
Part II contains definitions applicable only to the parts of
articles specifically covering installations and equipment
operating at over 600 volts, nominal.
 
As a general rule, the Scope of each Article will outline the relationships of its Parts. Ocassionally, an Article's Scope may even claim broader authority. For example, Section 500.1 claims Art 500 authority over Articles 501 through 504 and Section 510.1 claims Art 510 authority over Articles 511 through 517. In Sections 90.1 through 90.5, Article 90 essentially claims general authority over the entire NEC.

Parts within an Article will usually either state that they have authority over another Part or Parts, or they are subordinate or independent to another Part.

This is why it is essential to review Scope statements.

The NEC Manual of Style (NEC MOS) also outlines the hierarchy of various NEC Divisions. The NECMOS is itself subject to the NFPA MOS, although both documents recognize the NEC MOS is fairly independent.
