Passage door lighting outlet

I am trying to decide if article 210.70 requires the outside light at the passage door of a dwelling unit to be located on the building or can it be a garden type light in the yard near the door? 210.70(A) says that "In Dwelling" units lighting outlets shall be installed in accordance with 210.70 (A) (2) I take this to mean that light must be located on the building. What is your opinion of this?

The light should be switched by the door, or the light should operate by photocell. This was the ruling of the AHJ in a neighboring county (in northeastern IN) I did work in. I used a security light (customer request) at the peak of the attached garage. Inspection passed.

Look at 210-70 2 b it says that at least one wall switch controlled lighting outlet shall be installed to provide illumination to the exterior side. the exception says remote,central, or auto, shall be permitted. if the light provided the illumination for the door and it was switch controlled or wired by the exception I don't see a problem

Mike Holt has a piece on this topic. I don't have the link. He says that each door does not have to have a switch nor does it require its own light. It just needs to be lighted somehow-- the light can be common to many doors-- like at Motel 6.

If I find the link I'll post it, otherwise you can poke around this site and Google.

The Mike Holt piece I saw was a short video clip at a presentation he did.
