Passing conductors through meter enclosure for generator

Quick question, well maybe not so quick...I'm installing a generator transfer switch, which has always seemed like a relatively straight forward task until now. The situation is such that the meter is on the opposite side of the wall as the panel and the panel can only realistically be fed from the top/back where it is connected to the meter. The meter is not readily movable because it is attached to the sheathing and the vinyl siding is flashed and sided around the meter with j-channel. If I move the meter, then another contractor has to come out and rework the siding if they can even find the siding color that matches - so moving the meter is a hassle. My question is, if PoCo allows it (and I will ask them), can I feed the panel from the transfer switch passing the conductors through the meter enclosure? I have seen a few posts on this and it seems like a debatable topic, but is there an easy answer?
