the range cable is SE but run from a ML sub panel wired in 1960's for apartments the question is if the existing subpanel is replaced to allow for more breaker space would the range cabel have to be replaced to a 4 wire. Not sure if this was allowed in code when the building was wired.
 
This is really an inspectors call. They may allow the upgrade to the panel without changing the cable but I would ask since it is not compliant
 
In the 96 code change they updated the housing standard to the mobile home standard and required 4 wire feeds for dryers and ranges (if label 120/240v) . If it is label 240v then only 3 wire is necessary. All ranges and dryer come from factory set up for 3 wire and you have to remove the neutral/ ground jumper to use a 4 wire cord.
