patient care area wiring - dentist office

PVC conduit was installed underground to serve floor outlets in the "patient-care-area" of a dentist office.

Citing article 517.13(A)-2005 NEC: "All Branch Circuits serving patient care areas shall be provided with a ground path for fault current by installation in a metal raceway system..."

I assume that the underground raceway in this electrical design shall be in metal raceway?

What type of floor boxes were installed(metallic or non-metallic)? If they are metallic, perhaps a metallic armored cable can be pulled in to accommodate the redundant grounding approach.The hard part would be to connect the cable to the box. At least it would get you from the wall to the outlet without having to replace the PVC, the PVC could be used as sort of a sleeve. :)
