In a patient care area would a conduit embedded in the concrete floor be required to be RMC? I can't find any exception in article 517 but I also don't see RNMC listed in article 347 as not permitted. It seems like the RMC would disintegrate then where's your redundant grounding?

I would look at 517.13(A) which lists the types of wiring methods permitted in patient care areas. RNMC is not one of the methods listed in that section.
