In a patient care area you are required to install a metal raceway which is a grounding path. Therefore PVC would not be acceptable. Dental offices fall under the definition of a Health Care Occupency. You can check this for yourself in article 517 under the definitions and then patient care areas. 517.13 is the code that requires a metal raceway.
