If a seating pavilion is going to have lights in it does the NEC require there to be outlets as well? I can't find anything that clearifies.

Unless it is a dwelling unit or has HVAC equipment or 'show windows' no.

Please define clearly what you are calling a "Pavillion" !
Is it enclosed or fully open, ...partially open / partially
enclosed ?....What construction standards are being
used, if any ?

No requirements for receptacles to be installed
outdoors, but if they are, ...then there are requirements
for protection.
