I am a little biased on this topic since I am a developer of Electrist PDA electrical software for Palm OS devices... You can try it out for 20 free uses by downloading it from Red Binary Electrist Download Page

Windows Mobile and desktop versions are under development as well

There seems to be a dearth of Pocket PC software in general. Is it more difficult to develop?
