My understanding is that, aside from ethical exam, technical NCEES test for all US states electrical engineers is the same. In other words, if are licensed in say, Colorado, you may practice in California after you submitted all your required references, passed the ethical/administrative test and paid the fees. Is that correct? I heard someone said something about California having different technical testing requirements because of earthquakes etc....

They also require fingerprints. I don't think anything in the ethics test is specific to earthquakes.
 
Ethical test, Really!

That's an abuse of a test and requirement. The EE that draw the plans I see have no ethics.
It must go like this:
What do you do when you "have" to draw something required that is expensive and the Job owner does not wish to pay for?

a. let the owner know in writing
b. tell the owner that " well let the contractor figure it out"
c. leave it out of the plans hopefully nobody notices
d. bury it in an illegible non pertinent page of the plans.
e. all the above
f. none of the above


Answer is "e"
 
Not all states have reciprocity. Its best to check which state you plan on practicing in. In some states, you need references, and the license application has to be approved at a board meeting.

No it's not correct. You may practice in California only after the State of California has granted you a license to practice. You mention some of the things they will want you to do first, and there may be others that I don't know about. I obtained a CA PE license about 2 years ago, under the Comity process. At that time, the process included a take home test related to the Professional Engineers Act and the Board Rules. There were no ethics questions on the test that I took.
