It is the same in any State: PEs can only affix their seal on work that they performed, or that was performed under their supervision, and that is within their field of expertise. The answer to your question is, "Yes, a Mechanical Engineer who has a significant degree of knowledge and experience in electrical design can seal an electrical drawing." I have known, for example, a person with a BS Degree In Electrical Engineering and an MS Degree in Mechanical Engineering. But such persons are rare.

In order to substantiate my previous statement, the following is taken from 250 CMR 4.03:

Competency
Registrants shall perform services only in the areas of their competence.
(1) Registrants shall undertake assignments only when qualified by education or experience in the specific technical field of engineering or land surveying involved.
(2) Registrants shall not affix their signatures or seals to any plans or documents dealing with subject matter in which they lack competence, nor to any such plan or document not prepared or reviewed under their direct supervisory control.

By the way, although I now live in WA, I maintain my MA PE license current.

Ok thanks. It is very tough to define the definition of "competence" and trying to prove if someone does or does not have it.
