I was unsure if you are reguired to drive ground rods for a 200A pedestal mounted meter socket, even if you drive two at the house, and don't pull the fourth wire?

If the meter socket includes the Service disconnecting means, then the enclosure system ground bus is bonded through the ground electrode conductor to the staked rods at that point. [250.24(A)(1)] The four wire system remains intact to the subpanel. (i.e. typical of modular or mobile homes)
