Pendant Mounted Luminaires

Does NEC require a flexible fitting (ball aligner) when supporting a luminaire by a single conduit pendant? 314(H)(2) says if the stem is longer than 18" a flexible fitting is required. Does that mean less than 18" does not require a ball aligner?

I believe you're looking at 314.23 H2.
That does seem to be the case. It assumes that the rigid under 18" is strong enough to support a luminaire at an angle.
Though it may look a little odd
