Am I over thinking this?

I have a job where we are installing linear pendants in a suspended ceiling. The suspended ceiling is being constructed of 1x4 wood planks secured to the grid with screws with an 1-1/2 gap between planks. The architect is asking for the bottom of the pendant to hang flush with the finished wood. My perceived problem is this, is the flexible cord and junction box allowed above this ceiling?

400.7 allows flexible cords of pendants, however 400.8 restricts the installation above suspended ceilings.

314.29 states that boxes containing wiring shall be installed so the wiring can be rendered accessible without removing any part of the building. The definition of accessible as it applies to wiring methods states "without damaging building finish".

I don't believe removing the screws securing the planks to access the junction box is damaging building finish, therefore IMO the junction box is accessible. I am still caught up on the flexible cord issue, would you consider this a compliant installation?
