Can I penetrate a raceway(EMT or wireway) through a metal deck filled with 4000psi concrete? I also want to make sure it is firestopped

Sure it's done all of the time. If there is no hole one can easily be core drilled. Run the EMT and then firestop around the penetration.

Got it, I usually see penetration in concrete but never seen one penetrate through with metal decking

At one old hospital the guy drilling several floors for new 3 or 4" conduits wanted them to have floors X rayed but they did not want to spend the money. Think it was the floor from basement to first floor the guy drilled into a conduit that had 13.2 KV wires in it. Luckily the conduit was grounded and guy did not receive a shock but went home immediately after that. Job was delayed until they had ever floor X rayed. Could never understand why high rise new buildings seldom spend the money during construction to have spare holes thru floors for future power & communication conduits.

Actually, they do provide pipe chases in the construction prints! It's just that things get forgotten while the construction progresses!

Nowadays there should be wiring chases in residential units! Never know when you want the TV on -THAT- wall instead of -THIS- wall and have to move the cable connection!
