Penetrating the top of A NEMA 3R SES

I have a contractor who is coming in the top of a 800A NEMA 3R Service. They installed a gutter just 2 inches above the service and then they have a couple of 4" nipples that go into the top of the ses. Do these need to have meyer's hubs or could they just use weatherproof locknuts?

Any fitting listed for the purpose is compliant with the NEC.

A sealing locknut intalled on either the inside or outside will do it.

I prefer to use Myers Hubs in those situations but either should be fine.
