Penetration on utility pull section on switchgear

Existing 1" penetration on utility side of switchgear for a new circuit added inspector wants Existing 1" conduit and conductors removed and reroute circuit up and over switchgear and installed into distribution side. How to permanently seal this existing penetration?. What is the approved way to fix this?

Look for a "knockout seal".

If it is outdoor or indoor NEMA 12, use one of these:

Indoor NEMA 1 there are cheaper versions, no sealing method.
