Penetration through condenser area of RTU

A temporary staffing employee was told to penetrate for the RTU feed in the condenser area of the RTU. Under the fans. Never seen it done that way before but apparently they kept an open mind in learning new way of completing the task... Now it's a hot potato that's being passed around.
Question is what's the best way to seal that hole under the condenser fans? Can a witches hat be installed on the steel floor of the RTU? perhaps a pitch pocket?
 
Some units have a slightly raised platform, an area that is maybe 1/2" higher than the rest of the unit. I usually drill into that area since water would seek its lowest dropping point. I will bring my seal-tite connector up and then use a rigid coupling. A little silicone around the coupling and the HVAC guys can never blame the electrician if water is leaking in the building from the unit. :)
