peninsular countertop receptacle locations

I had a question about the placement of receptacles on a peninsula with a flat countertop that extends 12"overhang past support base. I know this is not allowed NEC 210.52(C)5 exception. We are trying to come up with a solution since owner does not want to provide a 6" overhang. the peninsula has a sink and there is more that 24" to either side. no place to mount receptaclen within that. I guess my question is can I install a receptacle in the Cabinet FILLER (approx. 3" wide)piece, under the countertop or can i mount it on cabinet itself. what are my options.
 
I am not quite sure I know what you mean by "cabinet filler." But if you are talking about putting the receptacle below the countertop surface, and if the overhang is 12 inches all around, then that will not be an option. There are pop-up outlets that can be mounted on the horizontal surface of the countertop, but I never liked the look of them myself.
 
You can install the outlet in the filler-- I am assuming you are talking about on the front surface of the cabinet where there is but an inch overhang. Of course it may not be more than 12" below the top. art. art 210.52(C)(5)

Once you have a island or peninsula without a backsplash, there is no code specification on which side of the cabinet you put it on, face, side, back, take your pick, as long as you're within the 12" max down and 6" max under specs.

Does this peninsula have 6"+ overhangs on ALL sides except the connecting edge ? . If not, then there is a side open for placement of the plug. . You also can slide it around the corner and tuck it under the edge of a side that has a more than a 6" overhang, as long as your tuck doesn't round the corner by more than 6" around the corner [and more than 12" below the counter surface].

I like these but be careful they must be Tamper resistant. This company said they would have TR by now but I haven't checked.

cabinet filler would be on the face or front surface of cabinet(with a 1" overhang)So it seems as if there is no problem installing it as long as it meets the 6"overhang, 12" down rule. Jobsite is in Oakland Ca. I like those pop up receptacles and the other front mounted receptacles is there any way I can get manufacturer's or part # to propose as a solution. thank you all for help

There are some Listed relocatable power taps that have been investigated for use in kitchen counters. They are marked as suitable for use in kitchens and have been subjected to a spill test when the power tap is recessed into the counter with no attachment plugs inserted into the power tap. Relocatable power taps are not intended to be used as a substitute for fixed wiring and are not intended to replace the small appliance branch circuit as detailed in NEC? 210.52.

That depends on what the two black wires are.

There's nothing relocatable about the pop-ups, unless they consider popping as relocating.
