Peninsular Countertop Spaces 210.52 (C) (3)

Good Evening.

I am seeking an opinion on 2017 NEC 210.52 (C) (3) . Having a disagreement with a colleague on this.
My colleague says a receptacle is required on the end of the peninsular countertop in the attached drawing. I say according to the code section cited the one receptacle shown on the drawing is all that is needed.
I agree with him if this were reviewed under the 2020 NEC an outlet would be required at the end to comply with both (a) & (b) of 210.52(C)(2). But 2017 does not include that language. Was added new for 2020.
See attached pdf of drawing and picture for reference. If I am wrong would like to know what Code section is requiring the receptacle installed to the waterfall end of the countertop.

I agree that no 210.52(C) receptacle is required by the 2017 at the end of the peninsula. However, 210.52(A) receptacles may be required if the peninsula is considered a "fixed room divider."

Imo, you need one at the end to cover that side of the peninsula. Btw, if there is 12" or more of counter behind the sink then the peninsula would be considered one space. This is from 2017 Nec

I agree with your opinion of best to have one installed at the end for coverage however my inquiry is to determine if it is required by the NEC directly which, IMO, it does not. NEC 210.52 (C) (3). I saw what you mentioned about the 12" behind the sink which is 210.52 (4) and we have 15" behind the edge of the sink, so only one countertop. Thanks!

Yes, if you have 15" behind the sink then it is one countertop. I did not intend to say I think there should be one at the end. I was saying IMO, the NEC states one is required but that was based on there not being 12" or more behind the sink. That would make it 2 spaces.
