In a hotel, is a receptacle required on a peninsular counter (halfwall) that meets the dimension criteria of 210.52C(3)?

Are these guest rooms that meet the definition of dwelling, meaning they have a kitchen?

Only kitchen and dining rooms in dwellings require receptacle outlets to serve the countertop.

2005 code 210.18 Guest Rooms and Guest Suites.
Guest rooms and guest suites that are provided with permanent provisions for cooking shall have branch circuits and outlets installed to meet the rules for dwelling units.
