In Article 210.52 c (5)exception.Is this stating that if the counter top extends 6 in. beyond the frame of the cabinet that a recept. is not required?

I think not. I think this article does not impact when receptacles are, or are not, needed. My interpretation is that the exception gives us two circumstances in which we are permitted to place a receptacle below the countertop. However, we cannot take advantage of that exception if the countertop extends more than 6 inches beyond the cabinet underneath (i.e., the cabinet that bears the weight of the countertop). In other words, I read this as a sort of ?exception to the exception.?
