Have a 8 foot penisula with sink in middle and counter space on both sides. Does code let you still install receptacles in sides (cut in) with overhang under 4 inches and not more the 6 inches down. Or is it now illegal to put in sides. Because of the pulling appliance down and getting scolded?

The overhang cannot be extending more than 6 inches; the outlet must not be lower than 12 inches. 2020 NEC 210.52(C) 3
 
2020 NEC Art. 210.52 (C)(3)(3) If the countertop does not extend more than 6" from it's support base and the receptacle is installed within 12" from the countertop, the receptacle is considered to meet the requirements regarding countertop spaces. Note: If there is more than 12" of countertop space behind the sink, the area behind the sink is defined as usable countertop space.
