Theoretical question:
Taking away all aspects of listed equipment, Art 400, etc and looking at it from a grounding vs bonding question.
If a heater is installed on a piece of equipment and fed by a 6 ft two conductor cord, and a bonding jumper is installed outside the cord jacket but attached to the cord per 250.102(E)(2), would the heater be considered to be sufficiently grounded ??
 
The ole bonded vs grounded... no doubt it's bonded... does that mean its acceptable by Code as "grounded" ?
 
If whatever you bonded it to is grounded, yes.

Art 100:

Ground.
The earth


Grounded (Grounding).
Connected (connecting) to ground or to a conductive body that extends the ground connection.
 
In preparing my response to the person originally asking the question, I realized I was basing my answer on Code Sections that discuss raceway. In this particular situation we are using a cord. Does anyone know of a Code reference that specifically allows the equipment grounding conductor to be run outside of the jacket ?

Is there anything that forbids it? "Anything not forbidden is permitted."
