performance testing??

recently i was asked by an engineer if there had been a performance test completed on all breakers 200 amps or greater as per the spec. i approached the owners of the bldg explaining that the breakers are tested and listed before they are sent, in turn the owners waived the expensive testing. BUT, i see in section 230.95(c) that this may actually be a code requirement??? the service is 120/208 3Ph. 1200 Amps, any info would be great! justin
PS: or does this not apply since it is less than 150V to ground?

Performance testing required by 230.95(c) is for ground fault detection only.
If the spec required testing of breakers 200A and larger in the spec., then I hope there was a large credit to the owner for not performing such testing.
Generally I indicate in the specifications that primary injection testing of every breaker 100a and larger on the project be performed per NETA standards, at the site. It may have been tested by the manufacturer prior to shipping, but I don't know what was done to it before it got to the site. Keep in mind that my clients are generally very interested in reliability, and are willing to pay for it.
