Peripheral equipment defined

I read somewhere Way back That any specific equipment Whether 1/2 amp Is suppose to be dedicated wiring What is considered peripheral
I have undercounter blower water type heater in the kick plate under counter Probably 1 amp Im considering a dedicated circuit But seems a waste in circuit with only utilizing 1.5 amps of a 15 or even 20 amp capable circuit
 
The rule is not 1/2 amp. It is 1/2 of the circuit ampacity. So fixed in place equipment would only require an individual branch circuit if it was rated more than 7.5A on a 15 or 10 on a 20A branch circuit.

I was thinking of 210.23(A)(2) which says equipment fastened in place cannot exceed 50% of the branch circuit rating if the circuit contains other outlets.

It does imply that the circuit supplying equipment fastened in place with a rating over 50% of the circuit ampacity can not have other outlets.

It does not require an individual branch circuit per se, but if over 50%, all equipment must be fastened in place. No other receptacle outlets.
