After reviewing the NEC I still have not come to a strong conclusion regarding the proper installation of our reactors for our Transformer rectifiers. The situation is we have 12 reactors in cabinets that are attached to the side of 12 transformers. These transformers are bolted down to the metal flooring. We keep burning up the reactors because the cabinets that house the reactors are not of adequate size. So the electricians would like to have new larger enclosures constructed to house these reactors. They want the enclosures to be mobile on wheels and attached with flexible cord so that if they have to remove or interchange them from time to time it will make there job easier. My thought is this is going to be a permanent installation , therefore it should be bolted down and hard wired into the transformer. The electricians do not agree with me and I was looking for a code rule that would explain this a little better.

If you can carry them in your arms they are portable. If they are on wheels the units are mobile.

The units can be plugged in or hard wired.

To answer your question about a code reference;
400.7 Uses Permitted.
(A) Uses. Flexible cords and cables shall be used only for the following:
(8) Appliances where the fastening means and mechanical connections are specifically designed to permit ready removal for maintenance and repair, and the appliance is intended or identified for flexible cord connection.
(B) Attachment Plugs. Where used as permitted in 400.7(A)(3), (A)(6), and (A)(8), each flexible cord shall be equipped with an attachment plug and shall be energized from a receptacle outlet.

In regards to the Code section 400.7 it does not define clearly the Permanent vs Portable or mobile. This is a retrofit in a industrial setting. Refer back to the original Permanent vs. portable question. I would appeciate all info. on this subject... Thanks
