Perminent wire color vs. tape identification on each end

Does the NEC specify that #6 wire or smaller must be colored not just identified at each end? If so where in the code is that found?

It does for grounded conductors and for equipment grounding conductors. 200.6 and 250.119

There are exceptions. see 2014 NEC 200.7(C). If the is part of a cable assembly etc... then you can identify it with tape at the terminations.
