Typically, in NJ, How should I charged for a 200amp, 3 meter service. Do I charge the fee for the service only, or does the State ask for the service fee plus a fee for each service panel. @ $75 ea, 300.00 seems excessive for a 200 amp service.
 
We would always give an estimate that said all permit fees not included and bill separately for them. You could call first and maybe get the amount of the fees from the building department. Last thing that you want is to lose money because of the permit costs.

What Infinity said; call the building department, the clerk can probably tell you over the phone. We always exclude the fees since each town sets it's own fee schedule. Bloomingdale is about average, expect to have a heart attack if you're working in Basking Ridge. The usual minimum is $50 - $75 and a per device if it goes over the minimum. If you do a lot of work in one town, they shouldn't have a problem giving you a copy of their fee schedule. I'd still exclude the fee, but at least you could give the customer a good idea of the expected cost.
 
Permit fees here in NJ are usually based on the $$ amount of the job + DCA education fees. Unless you know what the typical fee is (like in your own township) I would take the advice of others and find out what they are before bidding. Otherwise exclude them from your bid as suggested. BTW, they vary greatly from one township to another. For example, the fee for a 200 amp upgrade in my town is usually around $55.00. Move one or two towns over and the fee goes up to $100.00 +.

If you have a 200 amp service with 3 meters that then feed 3 main panels you should be charged for one 200 amp service. If on the other hand you have a 200 amp service with 3 meters with mains feeding three panels then you would be charge for a 200 amp service and 3 subpanels. The state fees are $58 dollars plus a small DCA charge based on cost so for the first scenario the fee would be $58 plus DCA fee and in the second it would be $232 plus DCA fee.

One problem that's out there is that contrary to DCA policy, some towns try to make the code enforcement function a cash cow. With all the cutbacks at DCA and the reduction in field surveys, they're getting away with it.
