opened a permit for customer paid for wall and final inspection. we agree on paying me after rough in on wall and for final inspection.customer now doesnt want to pay for wall and wants me itemize all work done to date and show receipts for all material i purchased, after we agreed on the original bid.any action i can take
 
Gotta love these customers who think they have the right to re-negotiate after the work is done.

not without language in a signed contract or work order.
in calif. without preliminary notices being filed, you can't even lien.

get what you can, and move on. looks like you got sucker punched
on this one.
 
Check with your permit issue office. It won't help you on the money situation, but see what action you can take to remove your name from the Final permit.
This will clear you of any liability in regard to the Final in case someone else finishes it on your permit, plus it will provide an alert to anyone taking over the job.

Is this a residential or commercial job? There may be legitimate reasons why the person needs this information if it's a commercial job.


I would come up with some sort of quick itemized list of work and materials. Then see if you get paid.


I wouldn't do anymore work until I get some money and I wouldn't realease the permit. In this area they can't get anyone to permit the job until it's released and no one is supposed to work under your permit.
 
In the case of no unsigned contract it is not unusual for the two parties to have radically different ideas about what the verbal contract actually included. I don't understand why anyone would do any work at all without a written statement of work. It only takes a few minutes and can be handwritten.
