Permits required for replacing 120 V landscape lighting

Are electrical contractors liable for pulling a permit just to change out some lame line voltage light lamps for Landscape lights

More than likely not. Your AHJ may, tho. Most are designed for an end user to install like a TV and don’t require modification of the electrical system. Getting rid of the existing line voltage lights may change things.

Local building authorities will most likely happily accept your permit fee for just about anything. What is actually required is almost always a matter of local ordinance.

Along with the other posts, considering this in the NEC forum note that the NEC has nothing to do with permitting.

In my area its not so much what you are doing but how much you are charging . I think its 300 dollars and up needs permit

HiSTORY LESSON:
Since you are also from California, you can remember Proposition 13. If it wasn't for Al Jarvis, we would have lost are homes by now.
This was a gigantic blow to "Big Government".
Each year big government was raising property taxes on the backs of homeowners every year without any restraint for all of their pet projects.
Then came the end. What can they do ?
They had a solution ... Let's raise fees and it worked.
The rest is history.
