In my area the building dept would issue yearly permits to manufacturing facilities that had a qualified person on staff. This was to avoid having to issue permits for every little project. I think there was some dollar value that determined when a separate permit was required so you could not do a building addition or major work undere the yearly permit. The building department would then make a general inspection twice a year. You should check with your local AHJ to see if such a program is available.
