Phase converter for fire pump supply

How would you codify the use of a phase converter on the supply side to a fire pump controller?
The situation is that the building has a 600 amp 240 volt single phase service. The fire pump motor is 40 H.P 480v 3 ph.. Can a phase converter, with a step up in voltage as well, be used? After looking in 695 I'm not sure what it falls under, its not a transformer, although part of it may be, since the voltage is higher. There is nothing that specifically precludes its use other than it is not mentioned specifically. If it is sized correctly and moitored, would it be allowed?

I would think it would have to handle the locked rotor current of the fire pump. Kind of unlikely.
