i am changing a 3 phase service and need to keep the rotation the same as before work started. which phase leads can be reversed and which cannot?

First, make sure you lockout and tagout the disconnect.
Look at the motor labelplate. The three leads to swap are L1, L2 and L3, typically. Its different from motor to motor and manufacturer to manufacturer. What I do is check the rotation beforehand, and then have the service reconnected with the same rotation. The POCO can sometimes check rotation.
