Phase Tape Underground Wires

What’s the code for phase taping underground wires? I was told phase tape is not allowed for underground wires.

I have two scenarios:
1. 2-#8 Black and White (white is phase taped as Red) - 240v circuit

2. 2-#8 Black and Red (red is phase taped as white) - 120v circuit
 
Well... these are all Existing UG wires that are phased taped (old and unpullable). I am just tapping into it. I wonder if there is a local San Francisco rule that allows it

White can only be re-identified as an ungrounded conductor if it's in a cable. In a raceway it is not permitted to re-identify a white conductor of any size as an ungrounded conductor.

Doubtful. Probably never inspected or installed by someone who didn't care what the code said or it was all they had on the truck...
 
Wow, I can't believe it didn't burn down being non compliant with the color code code.
Play what you were dealt or replace them.

are both at same location? they did it backwards if so. You didn't mention if there is any EGC's involved, if not you are likely replacing things anyway if you want to pass an inspection.
