Phase to Phase voltage

I have recently had issues with a particular 400 amp fuse in our switchgear. What I Find odd is all of the phase to ground readings (A, B, & C) are all reading 270v, but phase to phase shows 20v whenever reading to A phase. I ohmed out the fuses and keep finding resistance across the A phase fuse. When I changed it out, it was fine and all readings were normal for a bout a week before doing it again, causing loss of power to A phase on the load end panels. Any thoughts on this??
 
There is something on line A that is blowing the fuse

When you take your readings you are reading through the other loads.

So it is the fuse blowing causing the odd readings, it is not the odd readings that are blowing the fuse.
