Where in the NEC code book can I find the article about phasing wires, black, red, blue, etc. I also would like to know at what size do we start phasing wires. Is it #6AWG or #8AWG?:-?

Take a look at 210.5(C) for branch circuits and 215.12 for feeder conductors.

You are permitted to phase tape any size ungrounded conductor.

I should also add you need to check out 200.6 for identification of grounded conductors and 250.119 for equipment grounding conductors.

in one of the exceptions, you can use a wire color, other than white [just not green] to use as the grounded conductor and all you have to do is mark it at the terminations... but you have to be able to prove that only maintainance or authorised personal are going to service the equipment.
My interpretation of course - Please clairfy if you want. I would appreciate it.

I thought for some reason you couldnt re-identify anything UNDER #4....??? Now I dont know where I got that from.

You are not permitted to identify a grounded or equipment grounding conductor with phase tape if the conductor is a #6 or smaller. But any size ungrounded conductor can be identified by phase tape. Again take a look at 200.6(A) and 250.119.

I remember in 1989 no ungrounded conductors 8 or smaller could reidentified with phase tape. In other words 8 or smaller had to be the correct color (blk, red, blu, obrn,o,yell, purple).I know we can phase any size ungrounded condutor now.But can anyoneone tell me the old code article im refering to and code book year? also which year that change?

There was never a code rule that required that.

When I was starting in the trade, I was told by some "old timers" that the NEC somewhere prior to 1978 actually had a color code for ungrounded conductors. This was for phase conductors (based on voltage) and also for even switch legs (based on voltage). Can any one confirm this or not? I believe they were probably quoting a specification and not the code.

The Ugly's Book has color codes in it. I think somewhere around the transformer section
