What code cycle are you on
Can I wire the house in Romex an plastic boxes
Any local code I should know about

Last time I checked, Pennsylvania was on the 2008 NEC. Never heard of any specific requirements for Philadelphia like you hear for Chicago, tho that doesn't mean much.
