Photo cell adjustment

After we installed a dusk to dawn light, a business across the street installed a huge high dusk to Dawn light which keeps our light from working now. When I tried to put a little aluminum cover in front of our photocell on our LED wall pack it just blinks. Is there a certain distance that I need to keep my blinder out in front of the photocell? Unfortunately the new light across the street shines directly at our photocell on our wall pack. Thanks
 
Put the wall pack in series with a photocell in a location where it's not interfered with by the light across the street.
 
Thank you all. This time I stopped by (at dark this time so I could immediately test it) and slid a dark pc of aluminum flashing on top of the light until it shadowed the cell and it came on. Siliconed it on the top of the fixture.
