photo cell cause short?

i have an outdoor yard light with a photo cell. It is about 1 year old but now shorts out. I have looked at the plug connection, the wiring and everything seems find. Is it possible that the photo cell is now bad and causes the short? I know i should just buy a new photo cell and see if that works but I wanted to know if photo cells go bad and if so will that cause the circuit to short...
