Photocell panels on utility poles

While visiting a cousin in NJ, I noticed that some neighborhoods had panels on almost every pole.

They're in residential areas, too. Anyone know what they supply?

So 200,000 distributed components is better than smaller amount of concentrated clusters? One aspect (distributed) makes sense. The reality of maintenance, install, and general logistics don't seem to be efficient. There seems to be a better way to accomplish the same objective.
