My take is to leave the existing meter/main in place as it is grandfathered as it is. Put a new sub panel inside somewhere and make new home runs for the existing circuits to it. It's a lot of work,
.... From the shot with the foothills in the background, is that the Rancho San Miguel development in Walnut Creek?

that was plan B
but the buss is only rated for 55a Cb
yep it’s San Rafael , near flw civic center

Why wouldn't it support AFCI protection.
Sometimes those old houses, you hook up an Afci Cb and it doesn’t like it.
then you might open every box on that circuit, and not find anything.
and then put it all back and...
it works! for a while
or
it doesnt
or it just works fine
old switches
old lights
old old
i just have to feed the new subpanel to within 6 foot of the sins o
instead of just feeding from the new main
