physical location of my primary EGC inside of transformer

I see many different wiring methods for transformer connections. can I land the primary side EGC of the transformer directly to the XO or do I have to go to the Frame. I do have a system bonding jumper installed from XO to frame.

Since it's an EGC is can terminate either to the enclosure or the X0.
