This is an outpatient facility, thus no patient beds, am I correct that the treatment rooms and fittness center have to comply with 517.13, also do the exterior window frames and doorsneed grounded ??

I think only the AHJ can answer your first question. I tend to think 517.13 does apply.

I'm not sure why the windows and doors would need grounded. I don't think they are "likely to become energized". And they are not "electrical equipment" that 517.13 calls for grounding.

Its that Patient Vicinity area and a bed is mentioned in that definition. However, no bed mentioned in the OP. Up to the governing body so to speak.
