I replaced something like that a while back. No window though. It was in a stairwell, and could only be reached by setting up a ladder on the landing. It also had a surface mounted watthour meter next to it, no enclosure, and the conductors passing through porcelain tubes and into the wooden cabinet. The service entrance conductors came through the outer wall in 2 porcelain tubes as well--solid #8 copper I think.
