Pigtail of two-pole breaker in main panel and small breaker box (20A) near a stove options?

DIY here. Is it acceptable to pigtail of each breaker on a two-pole breaker to create another circuit? I am designing a product that needs 240V but my panel is full. I would like to tap (with pigtails) off an existing 2 pole breaker that is used for the oven. The breaker is 30A. Both the product and the oven will pull too much to work at the same time, but I do not plan on running at the same time. I would plan on this new circuit terminating in a 4" box with a Nema L6-30 socket.
To add more complexity, I recently installed a new oven and it requires a 20 Amp breaker (small oven). Are there options for a small panel/box that could replace the current 4" box next to the oven to put in a 20Amp double pole breaker for the oven alone (while still keeping the 30Amp breaker in the main panel). The current 4" box is located in an accessible place (in a cabinet under the oven). Thanks for your help! -Bar
