Not there. But it is part of many local codes, including much of the San Francisco Bay Area.

It kind of says that. What you may be thinking of is 300.13(B).

300.13 is saying you must use pigtail on grounded (neutral)
others can use screws

You can use both screws IF it is not a multiwire branch circuit. Then you MUST pigtail the neutral to the device.

I agree, I just couldn't pull that out of the way you wrote it. Your second sentence seems to conflict the first, the way you wrote it.
