Plastic anchors in a cement ceiling

I thought I recalled that plastic anchors were not listed to be mounted into a cement ceiling. Can someone shed some light upon this and or provide the listing
 
Not an NEC issue, more of a building code issue. What ever anchor used must withstand applied load.
Plastic anchors would be ok for boxes and small conduit
 
Some areas do not permit plastic or lead anchors for overhead work as they quickly fail in fire conditions.
 
Interesting, something else to keep in mind.
I was going to mention that I typically use them on Wiremold for FA installs. I hope them smokes notify someone before the plastic anchors fail.
 
Tapcons work ok. There is a bit that has a sleeve that slides over the bit to drive the screw. Zamac lead anchors work really well, but are hard to remove, our naval shipyard wont allow them.
