Plastic boxes 2hr rated?

I took a butane torch to a pass n seymour nail on box and it melted really fast. How did they base them as 2hrs in a fire?

it's not the box itself that is "fire classified", it is the system as an ASSEMBLY that is, meaning the box, the sheetrock, the studs, the insulation all together. Putting a torch to the box alone is not how they are tested. If you read the data sheets (although I couldn't find one on Legrand), it will say something like; "Before the boxes can be used in a fire rated wall or floor/ceiling assembly, the assembly must be tested with the boxes installed to determine if these combustible materials will compromise the current fire ratings of these systems." (that's from Carlon).

Here's what UL says;
These nonmetallic boxes are UL Classified for use in certain
fire-resistive designs when installed in accordance with the
details prescribed for each Classified product. The information for
each Classification includes:
• The model numbers for the Classified products
• A description of the fire-resistant rated assemblies
• The spacing limitations for the boxes
• Installation details
